The statement is a contrast to his speech on March 12th at the Peterson Institute for International Economics in Washington, where McFaul said “we have proposed to the US Congress to create a new civil society fund for Russia. We proposed that 50 million dollars in a neutral way, by the way, in terms of new money.”

Although McFaul says that the funding is held up by US Congress, but Russia has been already accusing US of meddling in Russian affairs via funding the opposition.

The issue has snowballed after President-elect Putin said that US was undermining the Russian government by supporting the opposition and the ‘snow revolution’ protest movement.

LaHood, the Secretary of Transportation said “This proposed rule reflects our commitment to the safety of the traveling public by making sure our pilots are the most qualified and best trained in the world.”

“Our pilots need to have the right training and the right qualifications so they can be prepared to handle any situation they encounter in the cockpit,” said FAA Acting Administrator Michael Huerta.

The proposal has additional requirement of a pilot to have a minimum of 1,000 flight hours as a pilot in air carrier operations that require an ATP prior to serving as a captain for a U.S. airline. The proposal prescribes enhanced training requirements for an ATP certificate, including 50 hours of multi-engine flight experience and completion of a new FAA-approved training program.

As an allowance for pilots with fewer than 1,500 hours of flight time, but who have an aviation degree or military pilot experience, need to obtain a “restricted privileges” ATP certificate. These pilots could serve only as a first officer, not as a captain. Former military pilots with 750 hours of flight time would be able to apply for an ATP certificate with restricted privileges. Graduates of a four-year baccalaureate aviation degree program would be able to obtain an ATP with 1,000 hours of flight time, only if they also obtained a commercial pilot certificate and instrument rating from a pilot school affiliated with the university or college.

The proposal are in view of recommendations from an Aviation Rulemaking Committee, the National Transportation Safety Board, and the FAA’s Call to Action to improve airline safety.

The Brothers’ Circle (f.k.a. Family of Eleven; f.k.a. Lazar Shaybazyan, Aleksandr Manuylov and Aleksey Zaytsev are designated today based on their support to Vladislav Leontyev. Several of these individuals reside in Dubai, UAE.

Two key Brothers’ Circle members, Vladislav Leontyev and Vasiliy Khristoforov, have bben targeted for acting for or on behalf of the Brothers’ Circle. Both have been involved in criminal activities, including narcotics trafficking, and were involved in a shooting between regional factions within Russian organized criminal networks over an attempt to seize control of a local precious metals enterprise. Leontyev is currently wanted by Russian authorities for illegal transactions involving precious metals and narcotics.

Kamchybek Kolbayev acts for or on behalf of the Brothers’ Circle by serving as the Brothers’ Circle “overseer” for its Central Asian activities, including narcotics trafficking. In June 2011, President Obama identified Kolbayev as a significant foreign narcotics trafficker under the Foreign Narcotics Kingpin Designation Act. Kolbayev is wanted in Kyrgyzstan for organized crimes and crimes involving the use of weapons/explosives, and organized/transnational crime.

As a key member of the Brothers’ Circle, Gafur Rakhimov acts for or on behalf of the Brothers’ Circle. Rakhimov is one of the leaders of Uzbek organized crime with a specialty in the organized production of drugs in the countries of Central Asia. He has operated major international drug syndicates involving the trafficking of heroin.

Aleksey Zaytsev, who acts for or on behalf of the Brothers’ Circle key member Vladislav Leontyev, is involved in fraud and a variety of other such activities as fraud, including his 2008 participation in a financial pyramid scheme involving the St. Petersburg-based Business Club Rubin.

Lazar Shaybazyan and Aleksandr Manuylov also act for or on behalf of, Brothers’ Circle key member Vladislav Leontyev.

The legislation is different from the earlier attempts for increasing the fuel efficiency of the cars in US. US government is currently dolling out loans and subsidies for creation of sell high-mileage cars. The bill presents an alternative to reward a company, instead of paying up upfront to create something that may or may not be appealing to customers.

Rep. Dan Lungren (R—Calif.), the sponsor of the bill writes in his website “Looking at average fleet-wide fuel economy, the introduction of automobile transportation at 100 miles per gallon translates into the ability to travel nearly five times a given distance on a tank of gas. Current automobile gasoline consumption levels of 8.9 million barrels per day could ultimately be replaced by a fleet of NOPEC vehicles which would reduce consumption to about 1.8 million barrels a day. Assuming a constant relationship between reduced gasoline consumption and carbon dioxide emissions, commensurate reductions in the level of auto pollution could also result from this modest proposal.”

This is not a new idea. US based Progressive Insurance has been already been awarding prizes for a car with mileage greater than 100 MPGe. The other requirements are 4 passengers, 4 wheels, range exceeding 200 miles, 0-60 in less than 15 seconds, meeting Consumers Union dynamic safety standards and Tier 2 Bin 8 emissions. The contest is world wide.

Other than hybrids, no car company in US is close to getting this prize as all manufacturers are working to create alternative fuel cars.

The State Dept. said that these none of these items can be used against protestors. This isn’t a new sale nor are we using a legal loophole. The items had been notified and cleared by the Capitol Hill previously or are not large enough to require Congressional notification.

Far-reaching amendments have been announced by the Bahraini King Hamad Bin Issa Al Khalifa. The new provisions included streamlining relations between the executive and legislative powers, expanding the competencies of the Parliament and consolidating its role as a control body. The King also decided to set up an independent international legal committee to investigate the the preceding events.

“We have and will continue to use our security assistance to reinforce reforms in Bahrain. We have seen some important initial steps from the Bahraini government in implementing the Bahrain Independent Commission of Inquiry’s (BICI) recommendations, but more needs to be done. We urge the government of Bahrain to take action on the full range of recommendations that we believe will help lay the foundation for longer-term reform and reconciliation,” added the State Dept release.

In February, the Head of the Bahraini independent fact finding committee Prof. Mahmoud Basyouni is scheduled to visit Bahrain to follow up the implementation of the recent recommendations issued by the committee. Basyouni is expected to meet with members of the national committee for the implementation of the recommendation, headed by Bahrain’s Speaker of the Advisory Council Ali Saleh al-Saleh, to discuss the steps taken by the national committee to implement the recommendations.
