			<content:encoded><![CDATA[<p><strong>Washington:</strong> The US Department of State has designated Jemmah Anshorut Tauhid (JAT) as a Foreign Terrorist Organization (FTO). An Indonesia-based group, JAT is responsible for multiple coordinated attacks against innocent civilians, police, and military personnel in Indonesia. These designations coincide with the Department of the Treasury’s designation of three JAT leaders: JAT’s acting Emir Mochammad Achwan, JAT spokesperson Son Hadi bin Muhadjir, and JAT leadership figure Abdul Rosyid Ridho Ba&#8217;asyir, involved in recruiting and fundraising activities.</p>
<p>JAT seeks to establish an Islamic caliphate in Indonesia, and has carried out numerous attacks on Indonesian Government personnel and civilians in order to achieve this goal. Abu Bakar Ba’asyir, the founder and leader of JAT, and a UN 1267 listed individual, was convicted and sentenced to prison in 2011 for his role in organizing a militant training camp in Aceh. Ba’asyir is also the co-founder and former leader of Jemmah Islamiya (JI), a designated Foreign Terrorist Organization (FTO), which is responsible for the 2002 Bali nightclub bombings that killed more than 200 people.</p>
<p>JAT has conducted multiple attacks targeting civilians and Indonesian officials, resulting in the deaths of several Indonesian police. JAT has robbed banks and carried out other illicit activities to fund the purchase of assault weapons, pistols, and bomb-making materials. This past year, on September 25, 2011, a JAT suicide bomber detonated explosives inside a church in Central Java, killing the bomber and wounding dozens. Indonesian police arrested other JAT members in connection with this bombing and uncovered a plot for additional suicide attacks. In April 2011, a suicide bomber carried out an attack at a mosque in West Java that injured dozens of police officers and killed the bomber.</p>

			<content:encoded><![CDATA[<p>US drone strikes in southern Yemen have killed nine militants linked to the al-Qaida. The government officials and tribal elders said on Saturday said that among the dead include Ibrahim al-Bana, the media chief for al-Qaida&#8217;s Yemeni branch and Abdul-Rahman al-Awlaki, the son of a known US-born cleric slain in a similar attack last month. The Yemeni Defence Ministry has identified the slain Egyptian-born Ibrahim al-Bana. The air strikes happened late Friday in the southeastern province of Shabwa pointed to Washington&#8217;s growing use of drones to target al-Qaida militants in Yemen. Abdul-Rahman al-Awlaki, is the 21-year-old son of Anwar al-Awlaki, a Muslim preacher and savvy Internet operator who became a powerful al-Qaida recruiting tool in the West. Anwar al-Awlaki, along with another propagandist, Pakistani-American Samir Khan, were killed in a September 30 US drone attack. </p>
<p>The missile attacks appear to be part of a determined effort to stamp out the threat from the group, known as al-Qaida in the Arabian Peninsula, which US officials have said is the terror network&#8217;s most active and most dangerous branch. </p>
<p>Yemen&#8217;s al-Qaida branch has claimed responsibility for dispatching the would-be suicide bomber who failed to blow up a Detroit-bound flight in December 2009 with explosives sewn into his underwear.</p>
<p>Meanwhile in the Yemeni capital Sanna, the forces loyal to embattled President Ali Abdullah Saleh opened fire on protesters and killed least 12 and wounding nearly 300, as per medical officials and witnesses. In a northern district of Sanaa, fighting between Saleh&#8217;s forces and anti-regime tribesmen and renegade troops killed four supporters of a tribal leader and two civilians. At least 13 people also were wounded, including six civilians. </p>

<p>â€œAmerica needs a new policy for dealing with Pakistan. First, we must recognize that the two countriesâ€™ strategic interests are in conflict, not harmony, and will remain that way as long as Pakistanâ€™s army controls Pakistanâ€™s strategic policies. We must contain the Pakistani Armyâ€™s ambitions until real civilian rule returns and Pakistanis set a new direction for their foreign policy, Riedel wrote in The New York Times.</p>
<p>The generals who run Pakistan have not abandoned their obsession with challenging India, Riedel said, adding that they tolerate terrorists at home, seek a Taliban victory in Afghanistan and are building the worldâ€™s fastest-growing nuclear arsenal. </p>
<p>Riedel said it is time to move to a policy of containment, which would mean a more hostile relationship, but stressed that it should be a focused hostility, aimed not at hurting Pakistanâ€™s people but at holding its army and intelligence branches accountable.  </p>
<p>â€œWhen we learn that an officer from Pakistanâ€™s Inter-Services Intelligence, or ISI, is aiding terrorism, whether in Afghanistan or India, we should put him on wanted lists, sanction him at the United Nations and, if he is dangerous enough, track him down,â€ he pointed.  </p>
<p>â€œPutting sanctions on organizations in Pakistan has not worked in the past, but sanctioning individuals has â€” as the nuclear proliferator Abdul Qadeer Khan could attest,â€ he noted. </p>
<p>For far too long, the US has banked on the Pakistan Army to protect American interests, said the author of â€œDeadly Embrace: Pakistan, America and the Future of the Global Jihad.â€ </p>

			<content:encoded><![CDATA[<p>Pakistani Militants on Tuesday stormed a bus carrying Shia Muslims in Balochistan province of southwest Pakistan. 13 men were killed and seven were injured. Pakisan is witnessing a string of attacks against the minority communities. The three gunmen were travelling in a pick-up truck when they topped the bus with about 30 passengers in Akhtarabad area on the outskirts of provincial capital Quetta. Two gunmen entered the bus and fired indiscriminately, as per the reports. The attackers fled from the area before it was cordoned off by police and paramilitary Frontier Corps personnel. City police Chief Ahsan Mehboob removed a police officer from his post. Shia&#8217;s have accused the authorities of being in league with terrorists and demanded targeted operation and a crackdown on those who were attacking members of the Hazara community. Reports indicate that the victims  were labourers who were going to a fruit and vegetable market for work. </p>
<p>Police say that the injured were taken to the Bolan Medical Complex and those with critical wounds were shifted to Quettas military hospital. Condition of three of the injured is being described as serious.</p>
<p>A large number of Shia Hazaras reached the Bolan Medical Complex and staged a protest against the attack. The bus that was attacked was set on fire by angry protestors. Some protestors also shouted slogans against the police and the government for their failure to prevent attacks on Shias. </p>
<p>No group claimed responsibility for the attack. The outlawed Lashkar-e-Jhangvi, a notorious sectarian group, has claimed responsibility for several recent attacks on Shia Hazaras in Balochistan. </p>
<p>Hazaras stand out from the local population because of their distinct features, have been killed in attacks over the past few months. Almost 30 Hazaras were killed in attacks on a bus carrying Shia pilgrims and another vehicle near Quetta last month. Six more pilgrims were killed within Quetta city. The pilgrims were heading to neighbouring Iran to visit shrines and sacred places. </p>
<p>The Shia Ulema Council, Hazara Democratic Party, Tahaffuz-e-Azadari Council and the local chapter of the Muttahida Qaumi Movement condemned Tuesdayâ€™s attack and called for three days of mourning. </p>

			<content:encoded><![CDATA[<p>The US drones have targeted a madrassa and a house in South Waziristan tribal region of Pakistan on Monday killing at least 14 suspected militants. As per sources, this is the 34th drone strike in 2011 and nearly 250 terrorists are dead due to the strikes. The drones fired four missiles at the seminary and house near Wana, one of the main towns of South Waziristan Agency, early Monday morning.</p>
<p>Five foreign militants were said to be among the dead. A journalist in Wana said the other militants killed were from Punjab province and locals. </p>
<p>Local sources say that the unmanned spy planes targeted the compound of senior Taliban commander Malang in Shalam Dana area, 17 km from Wana. Malang belongs to the Mullah Nazir faction of the Taliban, which controls Wana and nearby areas.<br />
The US also handed over a list of five top terrorists that it wanted killed or captured, including Kashmiri, al Qaeda leader Ayman al-Zawahiri and Afghan Taliban chief Mullah Omar. </p>

BBC Urdu service said the US drones targeted a location 20 km from Wana, one of the main towns in South Waziristan late last night. <p>The drone reportedly fired two missiles at the spot and two more missiles were fired after a short interval, local residents were quoted as saying by BBC Urdu. The local residents said Kashmiri was among the nine militants killed in the drone strike.</p>

Other officials said all the dead militants were Punjabi Taliban. </p>
<p>The report said Kashmiri came to Wana from the Khyber tribal region 10 days ago and moved to the area where the drone strike was carried out last night. Prime Minister Yousuf Raza Gilani said, &#8220;I do not have any information now.&#8221; </p>
<p>Kashmiri, the head of the banned Harkat-ul-Jihad al-Islami, has been linked to several major terror attacks, including the 2008 Mumbai strikes and the recent Taliban raid on the PNS Mehran naval airbase in Karachi. This is not the first that there have been reports of Kashmiri&#8217;s death in a drone strike.</p>
<p>He was reported killed in an attack by a US spy plane in North Waziristan in September 2009 but re-emerged a month later to give an interview to Syed Saleem Shahzad, the journalist who was recently abducted and murdered.</p>

			<content:encoded><![CDATA[<p>While Pakistan continues to suffer for its dual policy on terrorists, Interpol says that todays attack shows that Pakistani Taliban still supports Al-Qaida. &#8220;Today&#8217;s terrorist attack is a dual reminder: first, that the Taliban remain committed to supporting Al-Qaida in executing deadly terrorist attacks. And second, that Pakistan, its authorities and citizens remain the far too frequent targets and victims of terrorism,&#8221; said INTERPOL Secretary General Ronald K. Noble.</p>
<p>Taliban suicide bombers on Friday killed 80 people, mostly soldiers, at a paramilitary academy in northwest Pakistan, claiming it to be the &#8220;first revenge attack&#8221; for the slaying of al-Qaeda chief Osama bin Laden and vowed further &#8220;bloodshed&#8221; in retaliation.</p>
<p>Police said both blasts were caused by suicide attacks and that at least 65 of the dead were recruits, but there were also civilian casualties. Over 115 people were also injured when two bombers struck a large group of Frontier Constabulary personnel in attacks minutes apart outside the complex, hitting the soldiers as they were about to set off on leave after completing a year-long training course.</p>
<p>The bombers, who came separately on motorcycles, struck the sprawling complex after dawn, with the first attacker detonating his explosive vest near the main gate of the Frontier Constabulary training centre at Shabqadar, 35 km from Khyber-Pakhtunkhwa capital Peshawar. </p>
<p>Eight minutes later even as security personnel were removing the dead and injured from the spot, the second motorcycle-borne bomber struck creating mayhem at the centre, witnesses said. </p>

			<content:encoded><![CDATA[<p>Badruddin Haqqani, the operational commander for the Haqqani Network, a Taliban-affiliated group of militants that operates from North Waziristan Agency in the Federally Administered Tribal Areas of Pakistan, has been designated under Executive Order 13224, by the US. The Haqqani Network has been at the forefront of insurgent activity in Afghanistan, responsible for many high-profile attacks. Badruddin is the son of HQN founder Jalaluddin Haqqani and his brothers are Nasiruddin Haqqani and Sirajuddin Haqqani, all Specially Designated Global Terrorists under E.O. 13224 and listed at the United Nations 1267 Sanctions Committee.</p>
<p>Executive Order 13224, targets terrorists and those providing support to terrorists or acts of terrorism. </p>
<p>Badruddin sits on the Miram Shah Shura, which has command and control over all Haqqani Network activities, and helps lead insurgents and foreign fighters in attacks against targets in southeastern Afghanistan.</p>
<p>Badruddin is also believed to be in charge of kidnappings for the Haqqani Network. In November 2008, Badruddin accepted responsibility for keeping New York Times reporter David Rohde hostage (Rohde escaped in June 2009). During his captivity, Badruddin forced Rohde to make videos and write letters demanding money and a prisoner exchange as conditions for his release. Badruddin threatened Rohde&#8217;s two Afghan companions in order to compel him to cooperate, and threatened to kill all three of them if his demands were not met.</p>
<p>The designation under E.O. 13224 blocks all of Badruddin Haqqaniâ€™s property interests subject to U.S. jurisdiction and prohibits U.S. persons from engaging in transactions with or for the benefit of Badruddin.[In addition to the U.S. domestic action taken today, the United Nations 1267 Sanctions Committeeâ€™s listing will require all UN member states to implement an assets freeze, a travel ban, and an arms embargo against this individual. The actions taken against this individual demonstrate international resolve in eliminating terroristâ€™s ability to execute violent attacks and to disrupt, dismantle, and defeat their networks. This designation represents just one phase of the U.S. Governmentâ€™s response to the threat posed by terrorists in Afghanistan and Pakistan.</p>

Noble has congratulated the US and its counterparts worldwide for the gathering and sharing of intelligence that permitted the US to locate Osama Bin Laden in Pakistan, and to launch a targeted operation to bring him to justice &#8211; an operation that resulted in his killing by US special forces.</p>
<p>While Bin Laden&#8217;s death strikes a crippling blow to an organization that requires members to swear personal allegiance to Osama Bin Laden, the head of INTERPOL called for extra vigilance by INTERPOL member countries&#8217; law enforcement authorities to a heightened terror risk from Al Qaeda-affiliated or Al Qaeda- inspired terrorists as a result of Bin Ladenâ€™s death.</p>
<p>With the announcement by US President Barack Obama that the US employed a carefully planned and executed operation against the Al-Qaeda leader in a compound in Abbottabad, north of Islamabad, the head of INTERPOL said that Bin Laden&#8217;s death in the tenth year following the 9/11 attacks was &#8216;a fitting end to a symbol, advocate and sponsor of terrorism globally whose actions resulted in the murder of thousands of innocent victims in the US and throughout the world.â€™</p>
<p>&#8220;The worldâ€™s most wanted international terrorist is no more, but the death of Bin Laden does not represent the demise of Al Qaeda affiliates and those inspired by Al Qaeda, who have and will continue to engage in terrorist attacks around the world. We therefore need to remain united and focused in our ongoing co-operation and fight, not only against this global threat but also against terrorism by any group anywhere,â€ said Secretary General Noble.</p>
<p>â€œWe must remember that since 11 September 2001, there have been deadly terrorist attacks around the globe by a variety of groups and persons. Indeed, no continent or region of the world has been spared from terrorism and we know that there remain those within, affiliated with, and inspired by Al-Qaeda, dedicated to continued terrorist attacks across the globe,â€ said the INTERPOL chief.</p>
<p>â€œI am therefore asking the international network of INTERPOL National Central Bureaus and law enforcement agencies in each of our 188 member countries to be on full alert for acts of retaliation should Al-Qaeda try to prove they still exist despite the death of their highest profile leader,â€ concluded the head of INTERPOL.</p>
<p>Bin Laden, who had topped the US â€˜most wantedâ€™ list was the subject of INTERPOL Red Notices, or international wanted persons alert, and also the subject of an INTERPOL-United Nations Security Council Special Notice.</p>
