Commander of IRGC Airforce Brigadier General Hossein Salami said on Wednesday that the IRGC missiles have been loaded on launching pads and are ready to target enemies at any time. As per the IRNA report, IRGC’s Public Relations Office, the commander made the remarks during military war games code-named ‘Great Prophet (PBUH)’ on Wednesday where a number of long-range and middle-range missiles were test-fired at hypothetical enemies positions. During the military maneuver, the IRGC test fired various ground to ground, middle and long range missiles named Shahab, Fath and Zelzal. Military experts say that the missiles can be used under various climatic conditions.

The United States and the Czech Republic have announced the completion of negotiations on a missile defense agreement.
This agreement calls for the stationing of a U.S. radar in the Czech Republic to track ballistic missiles. The radar will be linked to other U.S. missile defense facilities in Europe and the United States.

India and Myanmar have expressed strong desire that the common border between the two countries should be a region and symbol of peace and harmony so that the benefits out of various infrastructure projects and economic cooperation between the two countries can be fully realized. Both sides have agreed to work closely for achieving these objectives and, in this context, discussed various institutional mechanisms to strengthen security cooperation.
The understanding was reached at the 14th National Level Meeting between India and Myanmar which began here last Friday and concluded today. The Indian delegation was led by the Union Home Secretary, Shri Madhukar Gupta, and the Myanmar delegation by their Deputy Minister for Home Affairs, Brig. General Phone Swe. At this meeting, various issues of mutual concern including those related to security, drug trafficking and border management were discussed.

China not only is a rising international economic power, but also is a rising military power with new and developing capabilities that have global implications, according to the 2008 China Military Power Report released yesterday.
The annual report mandated by Congress analyzes China’s military development and strategy and says that the country spent as much as $139 billion, more than three times its announced defense budget, modernizing its military forces last year.

Defense Secretary Robert M. Gates discussed ballistic missile defense issues with Sergey B. Ivanov, Russia’s deputy prime minister, here today.
Both men took advantage of attending the 44th Munich Conference on Strategy Policy, to continue informal U.S.-Russian defense talks.
“We discussed a lot of serious issues,” Ivanov said to reporters traveling with Gates. “We have a lot in common, particularly in non-proliferation, but also in the future arms reductions talks and, of course, missile defense talks. We will stay in contact.”

The Singapore Ministry of Defence and the PRC People’s Liberation Army (PLA) signed the Agreement on Defence Exchanges and Security Cooperation on 7 Jan 08. The Agreement was signed between Permanent Secretary of Defence Mr Chiang Chie Foo and PLA Deputy Chief of Staff LG Ma Xiaotian on behalf of their respective defence ministries.
The proposal to enhance defence cooperation between the two countries was first raised during Minister Teo Chee Hean’s meeting with Chinese Defence Minister GEN Cao Gangchuan in November 2005. Subsequently, during GEN Cao’s visit to Singapore in April 2006, both Defence Ministers agreed that the two countries should work towards signing a defence agreement to provide a framework for developing the bilateral defence partnership.

American and Iraqi diplomats are preparing to negotiate future relations between the two nations. U.S. Ambassador to Iraq Ryan C. Crocker and Army Gen. David H. Petraeus, commander of Multinational Force Iraq, spoke to reporters at Camp Arifjan, Kuwait, after meeting there with U.S. President Bush to discuss Iraq issues.
Petraeus mentioned that the level of violence in Iraq has dropped about 60 percent as compared to a year ago. Operation Phantom Phoenix is “an umbrella name for a series of offensive operations being carried out against al Qaeda in several different division areas,” Petraeus told reporters. For example, Operation Iron Harvest is now being conducted against al Qaeda operatives in northern Iraq. Petraeus suggested more actions targeting al Qaeda in Iraq networks would follow Phantom Phoenix in the weeks and months ahead.

H.E. U. Nyan Win, Myanmar Foreign Minister briefed the Indian Prime Minister on the recent internal developments in Myanmar. Emphasizing the importance of our multi-faceted relations with Myanmar, Prime Minister expressed his satisfaction at the growing bilateral relations between the two countries. He stressed the need for greater urgency in bringing about political reforms and national reconciliation in Myanmar. This process had to be broad based to include all sections of society, including Daw Aung San Suu Kyi and the various ethnic groups in Myanmar.
In his meeting with Indian External Affairs Minister (EAM), the Foreign Minister of Myanmar conveyed the recent initiatives taken by the Government of Myanmar on their political reform and national reconciliation process. EAM stressed the importance of expediting the implementation of this process and making it inclusive and broad-based. He reiterated India’s support to the efforts of UN Special Envoy, Prof. Ibrahim Gambari.

The Russian government service for cooperation in military production said that it is not considering the delivery of S-300 surface-to-air missile systems to Iran. It was Iranian defense minister Mostafa Mohammad-Najar who said Thursday that Russia would supply his country with S-300 surface-to-air missile systems.
Russian Foreign Minister Sergei Lavrov says that the US plans for the deployment of anti-missile defenses in Eastern Europe are aimed at Russia’s curtailment and not protection from Iran’s possible strikes. In the field of anti-missile defenses, Russia has suggested joint use of the radar in Azerbaijan which can raise bilateral relations to the level of those of allies in strategic stability matters.

Capping off days of intensive negotiations, the General Assembly has adopted a two-year budget of $4.17 billion for the United Nations, with the United States casting the lone negative vote.
Following marathon talks that lasted through the night, the Assembly adopted the 2008-2009 budget early Saturday morning by a vote of 142 to 1. The US, which contributes around 22 per cent of the world body’s budget, was the only country to vote against the plan, citing concerns that the actual budget would be significantly higher than what was approved with all the add-ons.
Welcoming the Assembly’s decision, Secretary-General Ban Ki-moon thanked Member States for their efforts “to reach a budget level for the United Nations sufficient to preserve efficiency and fiscal discipline, while maintaining the priorities of the Organization.”

A task force was set up by Indian Ministry for External Affairs to review India’s existing positions on disarmament and non-proliferation issues and to make recommendations in the light of India’s status as a nuclear-weapon state, India’s security interests, present international realities and possible developments. The task force has submitted its Report to Foreign Secretary.
The three-member task force, included security expert K. Subrahmanyam, Shyam Saran, the prime minister’s special envoy on the Indo-US civil nuclear deal, and Arundhati Ghose and former ambassador to the Conference on Disarmament the task was to evolve informed positions on issues like non-proliferation, missile defence and fissile materials.
