14 Assam terrorists surrender
A surrender ceremony was conducted at Laipuli under the aegis of Dah Division for the 14 cadres of various outfits including Self Styled Private Toor Moni Borgohain wife of Self Styled Lieutenant Prajjal Saikia. A Company Commander 28 Battalion ULFA. On behalf of Major General NC Marwah, General Officer Commanding 2 Mountain Division. Brig PK Saini, Deputy General Officer Commanding, 2 Mountain Division accepted the surrender. Police and civilian dignitaries including close relatives of the cadres were present at the occasion. The units of 181 Mountain Brigade based in Tinsukia and Dibrugarh districts, Dah Division Artillery Brigade based in Sibsagar district, 25 Sector Assam Rifles based in Arunachal Pradesh and Army Intelligence Units were directly responsible for facilitating the surrender of these hardcore terrorists.
This hallmark achievement is part of the overall strategy of “FIGHTING INSURGENCY AND NOT THE INSURGENTS” enunciated by General BS Jaswal, General Officer Gajraj Corps. Based on this strategy intense military operations in concert with initiatives have been launched with renewed vigour by the Army.
Dah Division has taken the psychological to make an appeal to ULFA cadres to shun violence and join the mainstream. In this initiative a large number of parents and family members of ULFA cadres including those of some senior and important leaders of 28 Battalion have made an emotional appeal through interaction with media personnel in the three districts of Upper Assam. The latest of such meeting was organized at Sibsagar on 15 Oct 2007 where parents of over 30 ULFA cadres gathered to convey their feelings with outburst of emotions in the presence of number of civil and military dignitaries. Similar meeting was held at Dibrugarh on 08 September 07 which led to surrender of seven terrorists at Laipuli (Tinsukia) on 01 Oct 07.
This psychological initiative of Dah Division has begun to pay dividends and surrender of Self Styled Lieutenant Pranjal Saikia on 18 Oct 07 and fourteen cadres is a true testimony to the genuineness and sincerity of the Army to contribute towards bringing about peace to the State of Assam.
In order to encourage the cadres to surrender self employment schemes and rehabilitation packages are being worked out by the State Government. At the initiative of General Officer Commanding Gajraj Corps, the Army is also proposing to centrally conduct training for the surrenderees, under the umbrella of Op SADBHAVANA, Dah Division has undertaken numerous development projects and self employment schemes to bring succour to the people in the remote regions of our area of responsibility.
In tune with the clarion call given by General Officer Commanding Gajraj Corps, to the misguided youth to return to the mainstream, the Dah Division once again conveys our sincere appeal to ULFA cadres to shun the path of violence and enjoy the fruits of freedom and bliss of living with their families without fear. Dah Division announces that it will facilitate their rehabilitation and extend all possible help to them and their families in his regard.
